Guidelines & Policies

The dress code and appearance of students has a  significant effect upon conduct and behavior while at school.  The purpose of the Lyceum of Cavite-East dress code is not to  censure individual expression but to help maintain an  atmosphere conducive to learning and free of distractions. 

 Whether inside or outside the campus, a student represents  the school by wearing the required school uniform properly and  with pride. 

For Boys:

 All pupils are required to wear the prescribed PE uniform  during P.E. day.

Scouting Uniform 

 Every pupil/student in all levels are required to wear the  prescribed type A scouting uniform with black leather shoes and  socks with GSP or BSP logo on the prescribed day.

School administration and staff reserve the right to  deem student attire inappropriate. If dress is inappropriate, the  student will conceal or remove the inappropriate attire for the  remainder of the school day or a parent/guardian will be called  to bring appropriate attire to the student. Students who are  referred for a dress code violation will be sent to ISS until a  change of clothing is obtained or for the remainder of the day.  When a pupil/student is enrolled at Lyceum of Cavite East, it is expected that all school policies, campus rules and  restrictions on student’s general appearance must be strictly  observed and complied with. As a rule, the Office of Student’s  Disciplines shall issue a STUDENT VIOLATION REPORT (SVR) to a student upon the first commission of any violation of any of  school restrictions stipulated in this Manual/Handbook. The  SVR shall be a part of the student’s record. Offenses committed  by a student based on the following restrictions are given  sanctions (see section IX on Disciplinary Measures/ Sanctions). Violations are as follows: 

  1. Wearing of incomplete and improper school and   PE uniform. 
  2. a) NOT wearing the prescribed white undershirt b) NOT wearing the school ID and necktie, 
  3. c) wearing high-heeled and stiletto shoes when in  school uniform, 
  4. d) wearing leather shoes when in PE uniform, 
  5. e) wearing rubber shoes when in school uniform. 
  1. Sporting of skin-head, colored, dyed, undercut, spiked, long  hair and haircut not prescribed by the school for male  students. 
  2. Sporting of earrings, nose-rings, eyebrow rings, “puka” shell  necklaces for male students. 

4. Wearing excessive jewelries for female students. 5. Sporting colored or dyed hair, wearing make-up, lipstick and  eyeliner for female students when in school uniform. 6. Long and colored or polished nails for female students. For increased safety and security on our school, ALL  students will be required to wear their student ID  card/lanyard. LCE lanyards will be provided to all students.  Replacement ID cards and/or lanyards will be purchased.  Students without their student ID cards will follow the same  consequences as other dress code violations

Every pupil must attend class regularly. Pupils who have been  absent for more than two (2) days must present an excuse slip  signed by their parent/guardian or doctor stating the reason  for his absence. Pupils who have been absent for more than 20%  (40 days) of their classes will automatically be dropped from the  roster.

 Flag ceremony is held every Monday at 6:30 am and a Flag  retreat every Friday before dismissal time. Everybody must  observe the proper behavior during the ceremony and pay  respect to the Philippine flag and school flag.

Students are to conduct themselves in a manner consistent  with their age and grade level. For all students, this include  consideration and respect for others. This conduct is expected  when on school premises, while on school owned and/or  operated school or chartered buses, and while attending or  engaging in school activities on or off school property. 

Classroom behavior 

  1. a) A class starts the day with a prayer.  
  2. b) Pupils/students are expected to keep their classroom  clean and organized. 
  3. c) Wear your I.D. inside and outside the classroom. d) Avoid standing and roaming around the classroom. e) No playing inside the classroom. 
  4. f) Pupils/students are not allowed to stay inside their  classroom during recess period or after class dismissal  without the teacher’s permission.  

Inside the Cafeteria/School Canteen 

 The lunch line and cafeteria should be a safe and clean  environment where students interact with courtesy and  respect. Students are expected to be cooperative and courteous  to help make the lunchroom a pleasant place to eat.  

  1. Students should be orderly and quiet in line. b. Students should use quiet voices when talking. c. No playing or scattering inside the cafeteria. d. Litters/mess must be thrown inside the trash bin. e. No student/pupil is allowed to stay inside the cafeteria/ canteen during class hours. 

Responsible Hallway Behavior 

  1. Students will walk in a silent and orderly manner in  the hallways.  
  2. Students will keep hands and feet to themselves. c. Students will face forward while walking in the  hallways. 
  3. Students should not be in the hallways before or  after school without permission or cause.
  4. When exiting the building students must line up  quietly. The teachers will lead them to the exit door. 
  1. Playing, running, loitering or loud talking on the  hallways are not permitted during class hours. 
  2. Greet visitors, school personnel and teachers  properly. 
  3. Pupils are not allowed to stay inside or within the  vicinity of the school after their respective class  hours. Parents/Guardians should be punctual in  picking up their kids. 
  4. Keep our hallways clean at all times.  
  5. Throw all the garbage into the trash bin placed  conspicuously around the school premises. No littering. 

Library Rules 

 The school library is open everyday to provide reading  materials and to cater the students with their needed research  materials. The library is a place to study, therefore, students are  allowed to talk with one another.  

 Treat books with care so that many students may enjoy  them. Do not take books from the library without checking them  out with the librarian or library aide. Always return your books  on or before the due date. You will pay for missing or damaged  books. Newspaper articles are not to be cut out unless  permission is given by the librarian. Fines may be issued for late  books. 

Responsible Behavior in Laboratories 

  1. Cleanliness and orderliness must be observed inside the  laboratories. 
  2. Laboratory equipment must be placed and returned on its  proper places after using. 
  3. Handle laboratory equipment/materials properly to  avoid accidents. Any equipment destroyed or broken by  the student will be charged for replacement.  
  4. No student is allowed to enter the laboratories without their teacher-in-charge.
  5. When in the speech laboratory, follow guidelines on the  proper use of the speech lab equipments. 
  6. Guidelines and restrictions are also provided for the use of  the computers in the computer laboratory. The teacher-in charge will teach the expectations on how to behave inside  the computer lab and how to use the equipment properly. 

Bus Rules 

 Because of the importance of bus safety and the primary job  of the bus driver to operate his bus, students will be expected  to behave in an appropriate manner while using school  transportation. Examples of behavior which are not permitted  on school buses include:

 Waving, Yelling, Hanging out of the Bus Window  Use of Profanity 

Major infractions: 

 Assault 

 Fighting 

 Destruction of Property 

 Throwing Objects Which May Harm Others 

 Insubordination 

 Possession/Use of Tobacco 

 Possession/Use of Illegal Drugs 

 Possession/Use of Alcohol 

 Students found to be in violation of one or more of these  prohibited behaviors shall be addressed according to the Rules  of Discipline of Lyceum of Cavite-East.

 Lyceum of Cavite-East (LCE) in its effort and commitment  to equip its students with the best education has provided state 

of the art facilities necessary to effectively deliver and  accomplish its mission. 

  1. Speech Laboratory (for all levels) 
  2. Computer Laboratory (for all levels) 
  3. Physics/ Chemistry Laboratory (JHS)  
  4. Biology Laboratory (for intermediate, JHS)  5. Research Library (for all levels) 
  5. School Cafeteria  

Other services: 

Clinic 

The clinic will serve its purpose for all the students of  LCE. 

Lockers 

 Students in the Intermediate and secondary levels are  provided with lockers (Php 50 per month or Php 500 per year)  excluding keys and locks. 

Play Area/ Halfcourt 

 LCE’s play area is located at the second floor of the  school building for athletics and other sports- related activities.  Students are required to wear tennis shoes or rubber shoes  when in the mini gym. 

School Bus Service 

LCE has two air-conditioned shuttle servicesto ferry the  students to and from the school.  

Parent’s Waiting Area 

There is a designated place for parents/guardians to stay while  waiting for their child’s dismissal. 

Water Stations 

There are various water stations where cold and hot  drinking water is available for student’s consumption located  along the hallways most especially inside the half court. 

Internet  

The Internet was designed as an open environment in  which almost anyone with access can post whatever they want. 

A majority of the sites are highly respectable and of value from  a research point of view which is why we are making this tool  available. We do expect that the students of LCE will hold themselves to a higher standard of conduct and use their  Internet access for educational research tool.  

With that in mind, the following guidelines are being  set down and they may be amended as the need arises. 

  1. The use of the network is a privilege and may be taken away due to violation of policy. 
  2. Students/ users should adhere to online protocol: a. Respect and follow all copyright and license  agreements. 
  3. Cite all quotes, references and sources. 
  4. Remain on the system only long enough to  
  5. get needed information then exit the system. e. Apply the same privacy, ethical and educational considerations utilized in other forms of  communications
  6. Student should not intentionally access, download, or send  any text file or picture or engage in any conference that  includes material which is obscene, libelous, indecent,  vulgar, profane, or lewd; advertises any product or service  not permitted to minors by law; constitutes insulting or  fighting words, the very expression of which injures or harasses others; or presents a clear and present likelihood  that, either because of its content or the manner of  distribution it will cause a material and substantial  disruption of the proper and orderly operation and  discipline of the school or school activities; or will cause the  commission of unlawful acts or violation of lawful school  regulations. 
  7. If a student gains access to any service via the Internet,  which has a cost involved, or if he/she incurs any types of  costs, the student will be responsible for these costs. 

 Direct violations of these guidelines or allowing another  student to access the school’s network and/or the Internet  using your account shall be subject to the appropriate action 

described in the school discipline policy or student handbook or  to the following consequences. 

First Offense : Loss of Internet access for up to two   weeks at the discretion of the  

 supervising teacher. 

Second Offense: Loss of Internet access for eight weeks  Third Offense : Loss of internet access for a minimum   of twelve weeks. 

Guidance Service 

 Our school Psychologist based in Michigan, USA visits the  school annually to administer psychological examinations and  evaluations to monitor the emotional, physical, intellectual and  social developments of the students. Individual counseling to  students, teachers and parents is also provided

The basis for a school education is to prepare the students  for the demands of the adult world, its challenges and its  problems. Foremost among these challenges is respect for the  rights and property of every other individual. As a student of  Lyceum of Cavite-East, you are expected to have self-discipline  required to accept the rights of all other individuals with whom  you are dealing. All students will have the basic responsibility to  see that their conduct will reflect credit to their school, the staff  and themselves. 

 All school personnel employed by the school shall have the  authority to correct misconduct at anytime. 

 All school activities are considered to be an extension of the  school day, regardless of the location, so regular school policies  dictate your behavior.  

 Disciplinary action will be taken against students for any  behavior that is distractive, disruptive, violates the rights of  others or for breaking the good conduct policy, rules and  regulations. 

 Disciplinary action for violations may include, but is not  limited to:

  1. Letters or phone calls to parents informing and warning  both the student and the parents of a problem.
  2. A conference with parents, students, teachers and  administrator to discuss the issue(s).
  3. Removal from class. 
  4. Loss of eligibility in activities as determined by  the principal. 
  5. Paying for damaged or stolen property. 
  6. A combination of in-school and/or out-of-school  suspension with other penalties to be enforced  with it.
  7. Expulsion from school.

NOTE: The principal may vary disciplinary action depending on circumstances.

  1. Use of profanity or obscene gestures directed  at any school personnel 
  2. Possession or use of alcohol on school premises  or at events 
  3. Fighting-started fight 
  4. Threatening school personnel 
  5. Harassment-sexual or otherwise, including   bully-type behavior and/or threatening other   students 
  6. Hazing/initiation of classmates 
  7. Bringing of lewd and pornographic magazines  8. Gang activity 
  8. Habitual violator  

Expulsive Offenses 

  1. Possession and/or sale and/or use of controlled  substance on school premises 
  2. Indecent exposure/sexual promiscuity  3. Repeated truancy 
  3. Exceeding five (5) suspensions in and out of   school 
  4. Stealing, defacing, or damaging school property   or the property of others (Php 3,000 or more in   value)
  5. Physical Assault on school personnel 
  6. Bringing a firearm at school 
  7. Possession of weapon or dangerous object  9. Vandalism 
  8. Forging school’s important documents 

BULLYING 

Assaults, threatening actions, or hazing by any student  will not be tolerated. Acts of retaliation for reporting violations  of this policy are prohibited. Any student exhibiting such  behavior will be removed from the classroom or school  environment for as long as necessary to ensure a safe and  orderly environment for learning. Students, staff and parents  can and should report any acts of bullying. Notification can be  made in person to any adult on campus or electronically  through the JHS website.  

Students are prohibited from unlawful cell phone or  electronic device usage. Unlawful cell phone or electronic  device usage includes Cyberbullying. Sending inappropriate  texts or pictures (threats, harassing messages, information that  incites inappropriate behavior on campus, on the bus or at any  OCS function) will be considered a violation of this policy and  subject to disciplinary action that may result in a complete loss  of privileges related to Cell Phones and Electronic Devices on  the campus of JHS and any JHS related event. Upon losing the  privilege of using or possessing Cell Phones and Electronic  Devices, failure to adhere to the restriction will result in OSS.  

FIGHTING / AFFRAY 

Any student who engages in a fight, is determined to  have provoked a fight, or does not take reasonable steps to  prevent a fight may be suspended. Name calling and threats  may also result in suspension. The student who physically  attacks another individual may be charged with assault and  suspended for a minimum of 10 days. The second violation of  this policy may result in recommendation for long term  suspension. Any student involved in videoing a fight and/or  circulating the contents to others through any other social 

media outlet will be subject to administrative action. We have a  ZERO tolerance for fighting on our school and promote mature  and responsible actions for avoiding conflicts:  

  1. Let an administrator, counselor, teacher, school  resource officer, or other campus personnel know if you  are feeling unsafe, threatened, or harassed. 
  2. Avoid listening to or spreading gossip.  
  3. Adopt the attitude, “if I didn’t hear it with my own ears,  it is not worth being hurt or angry about.” 
  4. Do not confront another student in front of others or  when angry; the other person may react defensively. If  you are unable to forget about or ignore what the other  student is doing that makes you angry, seek help from  a teacher or staff member

Grades are an evaluation of what the students have  learned. They become a part of their permanent record. After  each grading period, a progress report card is issued for parent’s  information and guidance. This report card or Form 138 is a  document used by the school to communicate on an official  basis the status of the student’s performance in school, hence  tampering with an entry or disfiguring thereof is a very serious  offense and will merit the corresponding penalty provided for  by the Department of Education regulations and the LCE  Student Handbook. 

 Averaging method of grading is the system used in all  levels- pre-school, elementary and secondary. Numeric marks  are used for the evaluation of the academic subject rating.  Rubrics, using letter marks with corresponding numerical  percentage is the method used in rating electives and most non academic subjects. 75% is the passing mark. A student who gets  a grade lower than 75% in any subject at the end of the school  year fails in the subject. A graduating student with more than  three (3) units of failing mark will not be allowed to graduate.  Likewise, a non-graduating student with more than two (2)units of failing mark will not be promoted to the next higher  level. 

 Repetition in the same level is not automatic and is subject  to the assessment and recommendation of the deliberation  committee. A student allowed repeating the year is put under  Academic Probation Status. If he should fail again, he will  automatically be dropped. NO STUDENT MAY REPEAT THE  COURSE/YEAR TWICE at LCE. 

 The deportment/conduct mark is an assessment of the  student’s growth in self-discipline, his contribution to the order  of his class and his observance of the school’s regulations. The  deportment/conduct mark is given by each subject teacher 

every quarter which will comprise forty percent (40%) of the  student’s grade in Values Education. A student who will acquire  a grade of C or its equivalent numeric mark in Values Education  shall forfeit his chance or eligibility for ranking in the honor  roll. 

A student shall be given school credits toward completion  of , or graduation from a program if: 

he/she has enrolled and fulfilled the admission  requirements; 

he/she has regularly attended classes; and 

he/she has acquired a reasonable proficiency in each subject of the approved curriculum. 

 To merit school credit promotions, the minimum final  rating is 75% or its equivalent. The student’s record of  attendance and subject proficiency for school year shall be kept  in the school files until the closing of the previous school year.  It may be used for reference purposes or as items for  examinations in case of any grievances or complaints.

 A general average of 75% and above with no failure in  any major subjects will merit a promotion to the next level.  Pupils who fail in any of the major subjects shall be required to  take summer remedial classes. Failure to attend the summer remedial class shall mean retention or non-readmission for the  next school year.

The honor roll will be computed for each quarter. In order to qualify, a student must maintain a 90 grade an average on a  99 scale for all classes/subjects excluding electives and non academic classes/subjects. An unsatisfactory grade of C or its  equivalent numeric mark of 77-79 in conduct or character traits  will prevent a student from being in the honor roll. Students will  a grade of 97 or better grade point average will be on the gold  honor roll; 96.9-94 will be on the silver honor toll; and 93.9-90 will be included in the bronze honor roll. The following scale will  be used: 

 GOLD – 97-99 

 SILVER – 94- 96.9 

 BRONZE – 90-93.9 

To qualify for honor rank, no student must have a grade lower  than 85% in any or all subjects, whether academic or non academic. 

Final Ranking 

For pre-school: 

 The final ranking at the end of the school year will be  based on the following computation: 

 70% – scholarship/academics 

 20% – conduct 

 10% – co-curricular 

For elementary and secondary : 

 80% – scholarship/academics 

 20% co-curricular/ leadership 

A Medal of Recognition will be awarded to each students who have acquired the highest grade in each of the major subjects -Math, Science, English, Filipino and Civics as  well as in subjects such as Computer, Speech ,Spanish and  

Values/Conduct . Likewise, winners in Quiz Bees, Music and  Arts, and in the Athletics will be awarded just the same.

A Plaque of Recognition will be awarded to students  who have represented the school in various academic and  sports competitions and in other out-of-school activities.  Loyalty Award shall be given to students who have  continuously enrolled and completed Casa I to Grade VI and Grade 7- Grade 12. 

 Leadership Award will be given to a student in the  graduating class in elementary (Grade VI) and SHS who has  obtained the greatest number of points in the co-curricular.  Other minor awards include Best in Penmanship (Pre-school  up to Grade III), Best in Reading (Pre-school) and (Best in  Attendance (all levels).
